First step to mutual agreement. : China to cut CO2 emissions per unit of GDP 40-45% in 2020 from 2005

A report by the Xinhua News Agency said the target was decided by the State Council at a meeting Wednesday.
’’This is a voluntary action taken by the Chinese government based on its own national conditions,’’ Xinhua quoted the State Council as saying.
It added that it is a ’’major contribution’’ to the global effort in tackling climate change.
The Chinese Foreign Ministry earlier Thursday said Premier Wen Jiabao will be attending the U.N. climate change conference next month in Copenhagen during which the world will try to strike a deal on a successor to the carbon-capping Kyoto Protocol.
Wen’s planned attendance to the conference demonstrates China’s ’’political willingness’’ to work with the international community to combat global warming, ministry spokesman Qin Gang told a press conference.
Cutting carbon dioxide per unit of GDP essentially means that China will strive to increase the efficiency in which it uses energy so that output of carbon dioxide per unit of production will be drastically reduced.
It does not, however, necessarily mean that overall carbon dioxide emissions will be lower by an equal percentage because the Chinese economy is expected to keep growing during the years to 2020.
