Japan Renewable Energy Bill Passes Parliament, Becomes Law

Japan’s upper house of parliament Friday passed into law a renewable energy bill that opens up the power generation industry.
The bill’s passage moves Prime Minister Naoto Kan one step closer to his resignation, expected later in the day. The bill’s approval was one of the conditions Kan put forward for stepping down.
The energy law is meant to reduce Japan’s reliance on nuclear power following the disaster at the Fukushima Daiichi nuclear complex. The bill also aims to achieve reduce Japan’s greenhouse gas emissions by 25% by 2020 from the 1990 level.
The law will introduce a feed-in-tariff mechanism, common in Europe, that requires utilities to purchase at premium prices electricity produced from renewable sources while passing on the costs to consumers.
Opposition parties initially resisted the idea, fearing the legislation would hurt manufacturers’ competitiveness, prompting them to leave the country. But a last-minute deal between Kan’s center-left government and the opposition allows 80% or more of the surcharge to be waived for heavy electricity users.
