Sector Approach

It is a method of giving the exhaust unit requirement target to the sector according to each aiming at the green house gas mitigation.
I understand as a frame bottom-up while the frame proposed so far is a top down.
However, I think that there are a lot of problems.
Is there enough data to calculate the exhaust unit requirement? Is this idea does become a numerical target in each country?　Is there binding authority?　Only, is it an approach to lower the hurdle for new participation of the developing country?
