Harmful buried chemicals still awaiting proper disposal
In 2002, Japan ratified the Stockholm Convention on Persistent Organic Pollutants.
Moves to dispose of hundreds of tons of harmful insecticides and pesticides that were buried as a temporary measure in the 1970s remain on hold because of bureaucratic inertia and funding shortages. The central government had planned to finish the disposal work by spring 2009 in accordance with an international treaty it ratified in 2002.
As of now, some 2,083 tons of chemicals remain buried in 10 prefectures. Prefectural authorities in those areas say budgetary shortages have stymied their attempts to complete the disposal work.
However, the central government says it has already transferred the necessary tax-based revenues to ensure the clean-up goes ahead.
