The gist of Fukuda's speech was as follows:
・Urging all major emitters to join in creating a framework and fair reductions targets;
・Setting quantified national targets based on cumulative attainable reduction levels;
・Reviewing the 1990 base year;
・Aiming to improve energy efficiency 30 percent by 2020; and
・Creating a financial mechanism to provide $10 billion (1.07 trillion yen) to assist developing countries.
