Aso: CO2 emissions to be cut 15% by 2020

Prime Minister Taro Aso announced plans Wednesday to cut the nation’s greenhouse gas emissions by 15 percent from 2005 levels by 2020.
That goal equates to an 8-percent reduction of levels from 1990, the baseline year used in setting emission goals under the Kyoto Protocol to stem global warming.
The 15-percent reduction goal will serve as Japan’s negotiating point in discussions that will culminate in the 15th Conference of the Parties to the U.N. Framework Convention on Climate Change (COP15) to be held in Copenhagen in December.
The COP15 will seek a new international agreement on emission reductions that goes beyond the Kyoto Protocol, which expires in 2012.
Discussions within the government had revolved around a 14-percent reduction target, but Aso apparently decided to tack on an additional percentage point to demonstrate Japan’s seriousness in taking a leading role in the international negotiations.
One step toward reaching the new goal will be raising the target of increased solar power usage from 10 times current levels to 20 times.
